Spring 2021 Meeting
The HOA Board has met a couple of times since the last HOA Meeting in December and felt an update would be beneficial.
First, we would like to officially welcome two new families to the HOA - the Chilcoat and Eveland families.
General Business and Financial:
The HOA bank account balance: $26,210.43.Thanks to all of the timely dues payments. We have currently received 37 of 38 homeowner’s dues payment. Thanks to Bill Dichiser for implementing the email invoicing process, it has been a great way to save time, effort and money on sending out paper invoices. We are looking into ways to make electronic payment options available in the future. Board agreement to maintain $10K in reserves should significant issues occur in the future.
Key Accomplishments:
Email billing implementedSolar light and light pole installed at the pond gate entrance to reduce loitering (thanks to Drew Gustafson for providing the pole and the installation labor on the light)New pond "No Trespassing" signs created and installed at the pond in compliance with Insurance language requirementsMinor bed maintenance, mowing agreements with 2 vendors and chemical application 4x per year with Ryan Lawn.Pond water level is being monitored almost daily and appears to be rising. At this time pond drain repairs appear to be working properly. (If anyone notices any issues or has any concerns in this area, please make sure to notify the HOA board) - See (Asphalt Settled Below)
Work Underway:
Prior years non-for-profit filings under review (some federal tax filing compliance concerns have surfaced)Prior years tax filings may be incomplete and work underway to bring back into compliance. If anyone is a tax accountant, please reach out to Bill and Grant for inclusion in the subcommitting working this effort.Holes left by Spectrum at the main entrance have been reported to the city via OPCares website. 3 tickets filed with the inspector calling Spectrum but work remains open. Please feel free to open a complaint at this site as well to boost visibility.Water being turned back on at south entrance in preparation for sprinklersComplaints from Southern Lakes neighbors re: weed eating along fence line - this will now require ongoing maintenance to make sure it is under control and we are being good neighbors.
Capital Improvements:
Pond Drain repair looks to be working. Asphalt has settled. Working to get repaired via vendor or 3rd party if needed.Purchasing chemicals for the pond to maintain pond health. Dues Increase
The HOA membership voted 12-8 to raise the annual membership dues from $220/year to $400/year. Many in the membership have expressed a desire to continue to improve common areas of the neighborhood. There were several comments about the need to address the south entrance in particular. There was concern expressed that an increase was not needed and improvements could continue to be made by HOA members. After some discussion, the vote to increase was motioned and seconded and then approved by a 12-8 majority. As is referenced in the next 2 bullets, the HOA membership wants a significant voice in how the funds will be used and prioritized. An online poll will be built for this purpose.
Capital Project Proposals
The HOA membership voted unanimously to create a poll to reflect the desire and priority of capital project expenditures going forward over the next few years.
Some suggested examples:
South entrance landscaping & neighborhood sign/monument
North entrance landscaping
Pond aerators (need to see how it could be powered)
New pond signage (old signage needs replaced)
Pond fence extension
Other Minor Business
The HOA membership voted unanimously to acquire a small business accounting package like QuickBooks Online - this is intended to provide reporting to the HOA membership as well as provide the ability to do online invoicing and bill payment.
The HOA membership unanimously approved the acquisition of 2 motion-activated solar lights for the pond gate entrance and the dock - up to $500.

Tim Helfer reviewed the agenda - These were agenda items:
Election of new officers – time for a rotation that we have gotten out of sync with
There were 2 officers elected last fall meeting (December 8, 2019) - Pam Gustafson and Jim Hoskins. Tim Helfer is rolling off and there was an open board position.
Roles were assigned after the meeting. Tim’s role was Board Secretary, which will be taken by Jim Hoskins, Pam Gustafson will be a Board VP.
There board is comprised of 5 members:

Board Treasurer - Bob Hesseler
Board Secretary - Jim Hoskins
The pond has a leak and is in need of repair – quickly.
Trey has been spearheading the effort to temporarily resolve the leak as well as get bids to permanently fix the problem
Trey received many bids in the $45-60K range which would have required the draining of the pond and rebuilding the dam.
Trey also received an estimate for $15,800 which still repaired permanently but did not require draining the pond or rebuilding the dam.
There was a motion to approve this plan, a second to approve this plan and an unanimous consensus by the homeowners represented to approve this plan.
The South entrance – now that 159th street repairs are done, landscaping, and maintenance of, are issues to be addressed
There was extensive discussion regarding this topic. The general consensus was we want to take care of and maintain this entrance once the road construction is complete. Clay Still and Drew Gustafson are going to attempt to turn on the sprinkler system to make sure the construction hasn’t damaged it. If they have then we need to push back on the city to repair/replace.
Southern Lakes Development – our new neighbors to the East. Construction trucks driving through the neighborhood, slit running off of lots being excavated
The belief is that the silt runoff has been addressed however <can’t remember who> volunteered to address the trucks driving through our neighborhood.
Annual dues – likely overdue for an increase?
There was extensive discussion regarding this topic. The general consensus was our ongoing expenses with the pond, security lighting, watering and mowing common areas will be increasing requiring additional HOA dues to be collected. Additionally, many of the homeowners expressed a desire to continue to improve our common areas and were generally understanding of an increase (how much is the question).
The unexpected cost to fix the pond drain, will tap into our funds from the Southern Lakes settlement.
Additionally, Larry Lochner brought up the need to extend the fence to try and keep trespassers out. This is going to require approximately 300 more linear feet of aluminum fencing to complete- we will be getting a bid from Burge (who did the original fence).
There was a motion raised and seconded to raise the HOA fee to $400/home but WAS NOT PASSED by the membership.
There was a motion raised and seconded and approved unanimously by the homeowners to poll the membership for what they want to fund and how much to raise the dues. (There is a poll linked from our homepage to poll the homeowners, please respond ASAP). The intention would be to take that poll data for the fall meeting and vote on the increase.
Note: the original dues were $200 and were raised by 10% to $220 a few years ago.

MVE HOA Meeting Minutes 12/08/19
Attendance: Trey Schroeder, Bob Hesseler, Tim Heifer, Jim Hoskins, Jim Eaton, Drew Gustafson, Rob Broomfield, Brad Boyle
The meeting started with a roll call, introductions and attendance sign in.
The prior minutes from the last meeting were reviewed.
Trey Schroeder, President presented an agenda, see attached.
Treasurers report — all taxes have been paid and the bank account balance as of 12/01/19 is $58,813. Post the settlement with Reed Fuller and South Lakes the following requirements of the settlement have been completed:
Fencing
Dock repair
Pond perimeter clean up
New Business:
1. Signage for the pond —Jim Hoskins said he would research types and language for the signs IE: no trespassing, HOA Members Only and material pricing
2. Security Lighting for the pond entrance stub street — it was discussed the need to have lighting installed to discourage late night activities. The board will research the cost and type of lighting to hopefully have installed by Spring 2020.
3. PO Box for the HOA —
4. Website for the HOA — Rob Broomfield and his son have designed a website — no cost — document storage capabilities — some documents have already been loaded
5. Walking path around the pond — we had a bid of approximately $36,000 from a company Larry Latener knows — it will need to be updated and presented again for final approval. The goal here is to encourage greater usage of the pond and make it safer for those who do use it especially with golf carts.
6. Association dues and late payments — the bylaws allow for penalties to be assessed for late payments of the dues. It was motioned and seconded — then agreed upon by the majority in attendance to the following:
A $50 penalty will be levied if the dues are over 10 days past due
If over 30 days an additional $50 penalty will be levied
If over 60 days $100 and a lien against the property will be filled —the $100 covers the cost of the lien
7. Meet and Greet for new Neighbors — the idea here is to establish a protocol to welcome a new homeowner. It was discussed using a welcome card and Jim Hoskins agreed to research different types and styles and pricing
8. HOA members party and Spring cleanup — dates to be announced

I am letting everyone know that we will be having the MVE HOA general meeting on December 8th 2019 at 5:00 PM at my house- 12401 W. 156 Street at 5:00 P.M. Please plan to attend as we have several important things that need to be voted on. It is important that your voice is heard, if you are not able to attend please contact me to get a Proxy form if you would like another MVE HOA member cast your vote for you.
We have had several new people move into our neighborhood in the last year plus and I am not sure that we have everyone’s email address, if your neighbor is one of the new families please let them know about the meeting in case we have not got them added to the email list.
Tim sent out an update email a short time ago and we will be going over those things and also electing new Board members to take office in 2020. Again, please make every effort to attend if possible. Because the walking trail around the pond is a large expense we feel that putting it to a general vote is the right thing to do so we need everyone’s vote.

Spring 2018 Board Meeting Minutes
Meeting Minutes MVE HOA Meeting -
May 7, 2018 6:30pm
In Attendance: Bob Hesseler, Pam Gustufson, Mike Jumps, Carl Hanly, Rob Broomfield, Larry Lochner, Brian Zimmerman, Jim Eaton, Jim Hoskins, Tim Heifer, Doug Stine, Doug Mays, Jim Morse, Trey Schroeder, John Parrish, Dan Wassal, & Tim Alexander. Proxy votes were received by Brian Schnitta and Angel Navedo.
The meeting started with a roll call, introductions and attendance sigi-in. We reviewed the minutes from the previous meeting and approved.
Bob Hesseler then gave the Treasurers report. Most of the 2018 HOA dues have been collected. Our account balance is about $24,000.00. We must maintain reserves of approximately $6000, so there is approximately $18,000.00 available for capital improvements or other projects. 2019 Invoices will be mailed out in November and will be due January 1, 2019.
Next we took nominations and volunteers for 3 officer positions: President, Vice President and Secretary. Trey Schroeder was appointed as President. Rob Broomfield was appointed as Vice President and Tim Helfer as Secretary. Bob Hesseler will stay on as Treasurer, and Mike Jumps will remain as a Director on the Board.
Next, we reviewed the Southern Lakes Proposal that was received. As voted upon in the HOA meeting on March 4, 2018, a letter was drafted and sent to the developers of Southern Lake. The letter notified them of our intent to erect a 6' tall wooden privacy fence along the eastern and southern property boundaries of the pond property. Construction was beginning immediately. We informed them that we would halt construction of the fence if they agreed to provide us with $95,000.00, payable within 2 weeks. We received a counter offer. After discussing the counter offer, a motion was made to allow the board of directors to meet with and negotiate with the developers of Southern Lake and their attorney on a Settlement. The motion was voted upon and approved unanimously.
Next, a motion was made and approved to form a Capital Improvement Committee. The purpose of the committee would be to determine from polling residents ideas for capital improvements to the Pond Area and other common areas. The committee would then research pricing and solicit proposals. All project ideas will be brought before the General Membership for final voting and approvals. The committee was formed. Pam Gustufson, Doug Mays, Doug Stein, Larry Lochner, Rob Broomfield and Trey Schroeder all volunteered to be on the committee. Pam agreed to chair the committee, and Doug Stein would serve as Vice Chair.
New business: Pam Gustufson pointed out that the entry ways to the development look neglected. It was suggested that funds be allocated to spray for weeds and clean-up the landscape beds. It was moved and approved to allocate $1500 to be spent on maintenance to the entry ways. The Capital Improvement Committee would discuss how the funds will be spent.
Tim Helfer mentioned that he has filed noise complaints on a Morse Village resident that is riding loud motorcycles in their backyard. The police have very little leverage on the issue. If the problem continues, Tim may need some assistance and backing from the Homes Association to try to resolve the problem.
